U.S. Tariff Updates
U.S. Authorities have announced new tariff policies which impact sending items of value to the U.S.
As of 24 February 2026, 12:01 a.m. EST, the current IEEPA tariffs applied to goods of value being sent to the U.S. will be formally terminated and replaced by a new 10% global import surcharge. This duty applies to most imports from all countries. Until then, current IEEPA tariffs remain in force.
- For Corporate customers: Tariffs will be charged based on when items arrive in the U.S.
- For Retail customers: For pre-paid shipment options, SingPost will apply the 10% import fee as of Monday, 23 February, as items will reach the U.S. once the new tariffs are in play.
The suspension of duty-free de minimis treatment for all shipments, regardless of value or origin, remains in place.
The regulatory environment remains subject to change. While the situation continues to evolve, SingPost's services to the U.S. remain operational. Customers will be charged the relevant taxes and duties in accordance with these updated U.S. requirements.

Frequently Asked Questions:
- President Trump has announced that he is increasing the Section 122 surcharge from 10% to 15%. Why is SingPost only collecting 10%?
The announcement to raise the surcharge from 10% to 15% was done via the social media platform Truth Social and the executive order has not been signed. Until that is done and upon further guidance from Customs and Border Protection (CBP), it will be 10%.
- What exactly has changed with US tariffs?
As of 24 February 2026 (12:01 a.m. EST), the previous IEEPA reciprocal tariffs have been replaced by a new 10% global import surcharge on most goods entering the US. This is a broad measure applied to imports from nearly all countries.
- Why is SingPost charging me the 10% fee starting Monday, 23 February?
While the official US start date is 24 February, shipments sent from Singapore on Monday will arrive in the US after the new policy has taken effect. To ensure your items clear customs without delay or additional penalties, SingPost is applying the relevant 10% surcharge at the point of posting.
- Does this apply to low-value item?
Yes. The US authorities have maintained the suspension of the duty-free de minimis treatment. This means all items of commercial value are subject to the surcharge and must be formally declared.
- Will these rates change again?
The current situation remains fluid, and U.S authorities may adjust these rates further. SingPost is monitoring the situation daily. We will continue to provide services to the U.S without interruption, and we will update our customers as soon as new information becomes available.
- I paid higher tariffs previously. Can I get a refund for tariffs I paid under the old system?
Currently, US authorities have not issued specific directives regarding refunds for previously paid tariffs. As SingPost only facilitates the collection of these duties on behalf of U.S Customs and does not hold the funds, we cannot issue refunds directly. We will provide updates if a formal refund process is established by the US government.
- Are any items exempt from the 10% surcharge?
Certain categories, such as specific pharmaceuticals and critical minerals, may be exempt based on the latest US Proclamation. However, for the vast majority of retail and corporate shipments, the 10% surcharge will apply. Our staff can assist you with the necessary declarations at the point of posting.
Key steps to send packages at the Post Office
To ensure a smooth and efficient process at the post office, customers using the new service must have the following prepared:
- Item for Shipment: Bring your item to be shipped. To ensure compliance, all items will be repackaged into either the standard envelope or small box, regardless of any existing packaging materials.
- Country of Origin: Know the country where your item was manufactured. This is a new mandatory requirement for U.S. customs.
- HS Code: Have the 10-digit Harmonised System (HS) Code for your item ready. This 10 digit code is a universal classification for products and is now mandatory for customs clearance. If you do not know the HS Code, our staff will assist you in finding the correct one.
- Recipient Information: Provide the full and correct name, address, and contact number of the recipient in the U.S. to ensure accurate delivery.
- Retail services available to the U.S include Speedpost Saver International, Speedpost Priority International, and Speedpost Express International
Please note that SingPost has suspended the acceptance of items with commercial value via our standard Post service for shipments to the U.S. since 25 August 2025. The following services to the U.S. are impacted: Speedpost Standard International, Speedpost Economy International, Registered Service (Air and Surface), Basic Package (Air and Surface) and ePac.
Shipments of letter mail (documents with no declared value) via Post are not affected and will continue to be accepted as usual.
SingPost will not be responsible for and the sender will bear all risks and liabilities associated with customs clearance for postal items containing items with commercial value sent to the U.S., including delays, returns, penalties, and confiscation.
Additional Information:
Starting 29 August 2025, the U.S. suspended the de minimis exemption for all international shipments. This means that duties and taxes will now apply to all imports to the U.S., including those valued at US$800 or less.
New Mandatory Customs Information
To ensure your shipments are not delayed, it is also now mandatory to provide a Country of Origin and a 10-digit Harmonised System (HS) code for each item in your shipment.

New rates for Standard Domestic Mail to come into effect on 1 January 2026
Singapore, 9 December 2025 - Singapore Post Limited (SingPost) will increase the rate for all regular domestic mail by ten cents with effect from 1 January 2026. The new rate for Standard Regular Mail and Standard Large Mail will be S$0.62 and S$0.90 respectively. Rates of domestic bulk mail used by businesses will also increase. The change in postage rates will enable SingPost to continue to invest in modernisation efforts to improve customer experience and operational efficiency. Mark Chong, Chief Executive Officer of SingPost, said: “This increase is a necessary step to balance the structural cost of our domestic mail operations, while providing our customers with reliable services. It will enable us to continue fulfilling our national postal mandate while advancing SingPost’s transformation into a technology-driven logistics leader.”

The increase in postage rates is also aimed at addressing the persistent structural decline in mail volume and escalating operational costs, so as to support SingPost’s sustainability in the longer term and is able to continue to meet Singapore’s postal needs. This trend and structural decline is seen in other countries as well, as postal operators work towards long- term sustainability.
Mail volumes in Singapore have fallen by more than 40% since FY2019/2020. This, coupled by the shift to digital communications, has left postal service providers having to balance rising costs to provide the service - including labour, energy, and infrastructure - against the postage collected.

Service Update: Changes to International Registered Service for Packages
Starting 1 January 2026, the International Registered service will no longer accept packets, parcels, merchandise, or any items with commercial value. To comply with the new regulations, the last day of acceptance for SingPost’s Registered Service Packages is 28 December 2025.
A Mandatory International Change
This global change is mandated by the Universal Postal Union (UPU) as part of the worldwide standardisation of international mail categories.
In line with the changes, the International service will be limited to letter-post items containing documents with no commercial value only.
Recommended Alternative for Goods & Commercial Packets
Please use Speedpost Saver International for all shipments containing merchandise or items of value. It includes:
- End-to-end tracking
- Simplified customs clearance

The Department of Postal Services (Cyprus Post) has advised that the processing and delivery of inbound mail (letter-post, parcel-post and EMS) subject to customs control has fully resumed following the cyberattack attempt.

USA - Update following hurricanes
The majority of postal operations have returned to normal with effect from 29 October 2024. However, postal operations continue to be disrupted in the following postcode areas:
27006–28909 (North Carolina)
38501–38589 (Tennessee)
30401–30999 and 31501–31699 (Georgia)
33501–34997 (Florida)
Therefore, the United States Postal Service (USPS) declaration of force majeure (in effect until further notice) continues to apply to the above-listed areas, and covers USPS service and performance obligations for letter post (P, G and E format), parcels and EMS. Recovery and clean-up for communities in these areas is still ongoing and expected to be lengthy.

Saint Vincent and the Grenadines - Hurricane
SVG Post has advised that the country has been heavily hit by Hurricane Beryl, with 90% of structures on Union Island and Mayreau destroyed.
Delays are to be expected in the processing of letter-post and parcel-post items.

Poste Italiane has informed that Catania International Airport will reopen on 1 November 2025 and delivery operations in Sicily have returned to normal.

Jamaica – Hurricane Melissa
Jamaica Post has advised that it suspended all international and domestic mail operations, including customer service response, because of the imminent passage of Hurricane Melissa.
These measures were implemented to protect staff and safeguard the postal network.
Consequently, processing and delivery of mail and all associated services will be delayed.

Philippines – Earthquake update
The Philippine Postal Corporation (PHLPost) has provided an update on the seismic events that occurred in Cebu and Davao and the surrounding provinces.
On 30 September 2025, a magnitude 6.9 earthquake was recorded, followed by a total of 722 aftershocks with magnitudes ranging from 1.4 to 4.8. Preliminary assessments indicate damage to infrastructure and buildings in Cebu Province. Fatalities and injuries have been reported.
On 10 October 2025, a major earthquake of magnitude 7.4 rocked Davao Oriental and surrounding provinces. A total of 299 aftershocks were recorded that day, with magnitudes ranging from 1.2 to 5.8.
The resulting infrastructure damage is causing disruptions in postal services in the affected areas.

Hellenic Post has informed that the Confederation of Greek Workers and the Association of Civil Servants have announced a 24-hour strike on Tuesday, 14 October 2025.
This action will affect the collection and delivery of both international and domestic mail.

Canada - Resumption of postal services
Canada Post wishes to inform Union member countries and their designated operators that it has welcomed back employees represented by the Canadian Union of Postal Workers (CUPW), with effect from 11 October 2025, as the union moves from a full national strike to rotating strikes.
Despite the resumption of postal services, there will still be some uncertainty and instability owing to the union’s decision to conduct rotating strikes. Customers should expect delays and occasional interruptions to service during the rotating strikes, as Canada Post processes the backlog and stabilizes its operations. Canada Post will employ its best efforts to restore the normal flow of mail items through its network as soon as possible.

Philippines – Earthquake
Philippine Postal Corporation (PHLPost) has notified that a 7.6 magnitude earthquake struck the province of Davao Oriental on 10 October 2025, at a depth of 20 kilometres. As a result of this seismic event, damage to various facilities and infrastructure in the region has been reported.
As PHLPost assesses the impact of this event, it anticipates that there may be delays in postal services.

Philippines – Update on operational impact of Typhoon Opong
Philippine Postal Corporation (PHLPost) has informed that to date, the typhoon has affected several regions across the Philippines, including Antique, Oriental Mindoro, Iloilo, Samar, Bicol, Biliran Negros Occidental, Aklan, Masbate, Zamboanga City, and Northern Cebu. The entire Eastern, Central and Western Visayas regions have also experienced significant disturbances. In addition, the city of Baguio has reported landslides because of the severe weather conditions. These incidents have contributed to ongoing challenges in the region.
The typhoon has resulted in considerable damage to agriculture and infrastructure, particularly in Western Visayas. Flight cancellations have occurred owing to adverse weather conditions, impacting travel and the transport of goods, including mail services.
Damage to postal facilities is further complicating operations, and communication interruptions are occurring due to power outages and damaged networks. As such, postal services in the affected areas are currently facing delays in mail collection, processing, and delivery.
PHLPost is implementing recovery measures to restore and enhance communication channels and remain operational. Due to ongoing recovery efforts, there may be delays to inbound and outbound international mail.

Belgium – National demonstration on 14 October 2025
bpost has advised that a national demonstration, organized by the country's national trade unions in protest against various measures taken by the federal government, will take place across Belgium. This action is expected to last 24 hours and to cause disruptions in various key sectors such as transport, public services and logistics, commencing at 00.01 CEST (UTC+2) on Tuesday, 14 October 2025.
This industrial action is expected to affect various postal services across the country, including letter-post and parcel-post deliveries, as well as bpost’s domestic and international logistics network.
In addition, all incoming and outgoing flights to and from Brussels Airport will be cancelled on 14 October.

The Department of Postal Services (Cyprus Post) has informed that due to an attempted cyberattack last week on the system handling items subject to customs examination, delays are expected in the processing and delivery of inbound mail (letter-post, parcel-post, and EMS items).

Changes to Speedpost Express shipments to the United States
Due to recent regulatory changes by U.S. Customs, Speedpost Express is currently experiencing transit delays of several days for shipments to the United States where the declared customs value exceeds USD 800 (approximately SGD 1,080).
Philippine Postal Corporation (PHLPost) has advised that owing to severe weather conditions currently affecting certain parts of the country, postal operations will be suspended from 1 September 2025 and until further notice for the safety of its personnel and the public.
The areas affected are Metropolitan Manila and the following provinces:
- Bulacan
- Cavite
- Negros Occidental
- Pampanga
- Antique
- Oriental Mindoro
- Quezon
- Rizal
- Laguna
- Camarines Norte

All inbound and outbound mail services will be affected during this period. PHLPost is monitoring the situation closely and will resume normal operations as soon as conditions permit.

Canada Post has advised that the Canadian Union of Postal Workers (CUPW) has launched a national strike with immediate effect from 25 September until further notice.
All mail and parcel processing and delivery will be suspended during this period.
